But for the roughly 2,000 beagles trapped inside windowless warehouses at Ridglan Farms in Wisconsin, life isn’t about treats and belly rubs.

It’s about wire cages, surgical experiments, and a countdown to an uncertain future.

The “Right to Rescue”

The situation reached a breaking point this weekend. While the massive “open rescue” attempt was originally publicized for Sunday, April 19, 2026, the organizers moved the operation up by 24 hours to Saturday morning to catch the facility off guard.

Over 1,000 animal rights activists converged on the Blue Mounds facility in what is being called the largest rescue attempt in history.

However, the day ended in heartbreak.

Law enforcement from 17 different agencies met the crowd with tear gas, pepper spray, and rubber bullets.

Despite the massive turnout, not a single dog was rescued.

The facility had been fortified like a fortress with hay bales, manure-filled trenches, and barbed wire. At least 26 people were arrested, including the movement’s leader, Wayne Hsiung.

While the authorities see “trespassing,” the people on the front lines see a rescue mission for living beings who are being treated like disposable equipment.

What’s Really Happening Inside?

Ridglan Farms is one of the largest beagle breeding “mills” in the country. Recent legal investigations have painted a dark picture of life inside:

  • Life on Wire: Dogs spend their entire lives in stacked metal crates. Without solid flooring, their paws often develop painful ulcers and cysts from the rusted mesh.
  • Silencing the Suffering: Shocking reports have surfaced regarding “devocalization” surgeries – cutting the dogs’ vocal cords so they cannot bark – often performed without adequate anesthesia.
  • Betraying Their Nature: These animals are chosen specifically because they are docile and forgiving. Beagles are the “preferred” breed for toxicity tests because even while they are being forced to inhale chemicals or undergo invasive procedures, they will often still try to wag their tails at the people hurting them.

The July 1 Deadline: A Dangerous Loophole

There is a bit of good news, but it comes with a massive catch. Ridglan Farms has agreed to surrender its breeding license by July 1, 2026, to avoid criminal cruelty charges.

But here’s the problem: the settlement allows them to keep selling and breeding dogs until that date. Activists are terrified that the facility will “liquidate their inventory” – selling the dogs to labs for final experiments – rather than allowing them to be adopted.

As of right now, there is no guarantee that these 2,000 dogs will ever see the outside of a cage.

The Legal Wall: Why Protesting is the Only Option Left

Many ask why the movement doesn’t just “go the legal route.” The truth is, they have tried, and the system has repeatedly failed these animals:

The Research Loophole: Wisconsin law (Statute 951) explicitly states that animal cruelty laws do not apply to “teaching, research, or experimentation” at licensed facilities. This makes it almost impossible to win a standard cruelty case, as the facility can simply label suffering as “research protocol.”

The Case Was Already Dismissed: In early 2026, the Nonhuman Rights Project filed a groundbreaking lawsuit arguing that because a judge had already found “probable cause” for cruelty, the dogs should be removed. However, a Dane County judge dismissed the case in February, ruling that the dogs lacked the legal standing to be represented. The appeal process takes months – time these dogs don’t have.

The “Past Tense” Ruling: When a special prosecutor investigated Ridglan, he admitted criminal charges were warranted but claimed he lacked the authority to seize the dogs because the documented abuse (like surgeries without anesthesia) happened in the past. He argued that unless torture is proven in the current moment, he can only negotiate a shutdown, not a rescue.

A Precedent Ignored

We know what should happen because it happened before. In 2022, when the Envigo facility in Virginia was shut down for horrific cruelty, the Department of Justice (DOJ) didn’t just walk away; they secured a court order to ensure all 4,000 beagles were surrendered. The Humane Society of the United States (HSUS) then coordinated a massive, 60-day effort to rehome every single one of them.

In Wisconsin, however, the state is taking a “hands-off” approach. Instead of seizing the animals from a facility that has already been found in probable cause of cruelty, the state is letting Ridglan “wind down” on its own terms. While the DOJ stood up for the Envigo beagles, the state of Wisconsin is meeting activists with rubber bullets and pepper spray for demanding that same standard of mercy.

  • Elanco: A major buyer of Ridglan beagles. They make pet brands like Seresto (flea collars), Advantix, and Galliprant.
  • Boehringer Ingelheim: Producers of common pet meds like NexGard, Heartgard, and Frontline.
  • Labcorp: One of the world’s largest contract testing companies.
  • Inotiv (Envigo): Even after their own facility was shut down, they continue to facilitate large-scale animal testing.
